How will sovereign wealth funds invest?

Shark Tank's Kevin O"leary says Regulation will be one of the drivers of Bitcoin's price. That will bring in the massive capital of these funds. How do the sovereign wealth funds invest in stocks? According to O"leary:

Long-only

No more than 20% in any one sector

No more than 5% in any one stock

If they allocate even 50 basis points (A basis point is one percent of one percent.) it will bring massive amounts of money into play.

How do they trade it? If they allocate 1% to Bitcoin and it goes up in price till it is 2% of the portfolio they sell it back down to 1% and if it goes down to less than 1% they buy it back up to 1%.
